Fleet — first phase
Stand up a dense 10-vehicle Hamilton footprint: prove cleaning/charging loops and gather corridor-level utilization data.

Depot / power — separate build-out
Regional depot and electrical capacity are a separate infrastructure build-out — planned separately from the fleet. Power, interconnection, and workflows scale independently of this round.

Regional density
If repeatable, extend service density toward Golden Horseshoe / GTA adjacency and additional Ontario clusters. Not assumed; Tesla access, regulation, and separate infrastructure timing must each clear.
Geographic logic
Hamilton sits inside one of Canada's densest economic corridors. The thesis is to earn the right to expand by mastering a single city first — not by drawing a map of Canada on day one.
